Pistol Permit Requirements
- You MUST be a bona fide permanent resident of the Town of Monroe to be eligible to apply in Monroe. Non-resident property/business owners are not eligible.
- You must be 2l years old at the time you submit your application.
- You must be legally in the United States.
- You must complete an introductory pistol and revolver safety course. (NRA certificate or DESPP-approved equivalent)
Obtaining a Temporary Permit is the First Step in Obtaining a State of CT Permit. The Monroe Chief of Police will issue a 60-day temporary pistol permit after a background check is completed and you meet all requirements. You then must convert the temporary pistol permit to the State of CT Permit with the Connecticut State Police.
Steps for a Temporary Pistol Permit
STEP 1 – Complete / Obtain the Following Items
- Original, completed & notarized State of Connecticut Pistol Permit Application (DPS-799-C). (click here for application)
- Both Privacy Statements (signed and dated). (click here for Privacy Act Form)
- Copy of SLFU-approved Pistol Safety Course Certificate.
- Copy of Connecticut Certificate of Completion signed by the Instructor.
- Copy of a valid Connecticut Driver’s License or CT ID reflecting your current Monroe address.
- Proof of U.S. Citizenship or Legal Presence (U.S. Passport, Birth Certificate, Permanent Resident Card, or Naturalization Certificate). Foreign passports are NOT acceptable.
- A certified check or money order in the amount of $70.00 made out to THE TOWN OF MONROE.
- Passport-Style Photo, 1.5 inches by 1.5 inches

STEP 2 – Submit Documents In Person
- Place all required documents inside a large sealed envelope and submit IN PERSON (applicant only, no third-party submissions) to:

Friday 8:30 AM- 12:00 PM
Applications will NOT be accepted by mail, if incomplete, illegible, or missing documentation. No exceptions.
STEP 3 – Fingerprinting & Payment Process
After your application packet has been reviewed and accepted, you will receive instructions regarding:
- Payment of state and federal background check fees;
- Obtaining your Applicant Tracking Number (ATN);
- Scheduling your fingerprint appointment.
Fingerprinting is by appointment only through the Monroe Police Department.
You may NOT be fingerprinted at another police department for a Monroe temporary permit.
IMPORTANT LEGAL NOTICE
Applicants who provide false information, fail to disclose prior arrests or convictions, or submit misleading documentation may be prosecuted under CGS § 53a-157a and/or CGS § 53a-157b (False Statement).
After Local Approval
If approved, you will receive a 60-Day Temporary State Permit (DPS-11-C). Within the 60-day period, you must appear at a DESPP State Police pistol permit location with the required state application, fees, and identification to obtain your State Pistol Permit.
